To be eligible applicants must be:

• Veteran who is homeless or at risk of becoming homeless 
• Veteran who is eligible for VA care
• Willing to participate in VA health care
• Medically stable
• Totally independent in terms of self-care and self-reliant
• Psychologically stable
• Capable of staying clean and sober
• Willing to participate in urinalysis and breath testing for substance use
• Capable of living cooperatively and safely in a group and community setting
• Willing to participate in the resident council and work therapy program
• Free of TB exposure
